Jagex promises to send "messages to those who we've identified as being involved to engage in"RLWT" within "the coming hours". "For those who have been involved Cheap RuneScape Gold, we'd like to make clear that this is your first und only caution," said the statement.
Other measures the developer is likely to think of as punishment for RWT actions are scheduled to include wealth removal , which is basically removing ill-gotten gains from players' accounts at the server level. Also, possible bans.

It says that already amounts up to "thousands of bans every month".
This is why the developer appears to be opting for the nuclear decision, and says "we're thinking about the long-term to take the Duel Arena out of RuneScape completely." In the meantime it will put in place "some quick-term measures" to improve PvP "until our development teams can bring major updates that fully eliminates Duel Arena next year."
These will include a cap to the total amount GP (gold points) and players will be able to stake an event at the Duel Arena. The players can wager Buy Old School RS Gold "no higher than $50m GP for each duel". Additional measures aren't provided as of now.
