It is absurd that so much development time gets spent on expansion specific substance. Island expeditions. Warfronts. Or when they figure out that warfronts weren't going to work as planned. It was a major feature of
WOW Classic TBC Gold the bfa growth and imo was largely a dud of a feature. Same with islands. It could have been just so much better but only turned into a slog fest of azerite grinding. It is a massive waste of money to design a system that only continues an expansion.
It's so difficult for me though to get round the idea that blizz knows what they're doing when they employ a system. They place systems in half finished intentionally. Take a look at the legendaries at legion. Players were stating, making articles on official forums, that the system they had been implementing for legendaries was dreadful and was just going to upset the participant base. Silence. It was set in as is of course, people were upset. We had people in my guild who had 3 legendaries at the onset of EN. Some had 2, most had 1, some had none whatsoever. Even people who had at least didn't necessarily get what they wanted/needed. It took the whole growth for them to put the system as it ought to have been in the beginning. They understand but for the interest of MAUs they add in buffs and modifications to systems to get people to remain or return.
Additionally enhancement: got busted at the start of the expansionwith a tried rework(Legion), were really great for a week due to a bug and bad equipment so nobody scaled nevertheless. Bug got fixed, and
