I don't think it's going to be soon

That's alright Should they make it 120. However they need to add to the skill to make it. Maybe a Player-Owned Village (PoV). A PoV would keep quite similar XP levels for OSRS gold every product currently in Runescape game, so it's not like they need to do an entire rework of their skill, as you will be building the exact same thing in numerous houses, instead of add/remove/add/remove the exact same item, in the exact same place, 100s of occasions.

As a PoV would want residents, you could make construction have some money, as you behave as the landlord to every house in town; you also get more income for how nicely furnished the houses are, and the occupants would have more problems which would lower your lease; e.g. broken pipe, damaged roof, etc.. Would Jagex add something? Who knows. Maybe. But I would not hold out for it, as it's a massive change, and having a building training method that isn't an item/gold sink, might not be anything they would like to add. Skepticism is spoken in by me because I have not been a fan of the 120 content for some of the abilities so far, personally.

I don't think it's going to be soon. There are various skills systems in Runescape that were outgrown by Runescape itself and they appear to be attempting to address that aggressively. By way of instance, in hindsight, skills like fletching and firemaking should likely have been aspects of a different skill, rather than an ability of their own, however in the time RS started, MMOs weren't nearly as fully conceptualized. Dependent on the development course they are on, I anticipate that we'll see comparable skill/combat combo reworks such as the mining-smithing/melee transformation they nailed (no pun intended:P).

Shifting construction and crafting seems like the ideal way to top off those reworks. Attempting to place them before another reworks would like wind up in a not as developed end product. It's great to find that the OSRS platform getting some needed refinements to the skill. At this point, though, they seem to be on a separate, divergent route from RS3. I think that is a good thing for everyone.

Our characters are starting to look like those of OSRS

I know they said it would be a lot of work to switch the body model, but I really don't find it being impossible to update the faces and features. It wouldn't alter the size or height/position so it shouldn't affect any equipment. Reminder: Chat-heads really are something, and there's an insanely enormous amount of them. Consider your participant kit: hairstyle. Most of these would need to be changed to reflect the new models - also female characters have horse legs. If they're going to cheap RuneScape gold update the head, they may too update the body - which, again, is a MASSIVE undertaking.
