They probably don't need to have two"big" features for any update so that one is all about Halloween and the next might be Brewster as there is not any significant holiday in November. Subsequently December is Christmas. January is somewhat empty too (not sure about Japan though) therefore there is a chance Brewster may come afterward.

This way, in Spring they can update the store with probably a lot of new furniture, (because they like to create certain furniture exclusive to keep upgrades) and probably more seasonal furniture and say today we only gave you the other years worth of furniture content. Especially if the next store upgrade has Gracie and also the exclusive Gracie furniture which was sold seasonally.

Then, that store update will have its seasonal decorations and more variety of seasonal furniture, and we'll need to devote a year using that version of Animal Crossing Bells For Sale the store, before they update it again, if it's not the final update.
